The River Market Heads Into Its First Winter on the Old Penitentiary Grounds

When does the River Market close for the season? The city hasn't said, and it may not be planning to close at all. The JC Parks December calendar has the Evening Farmers Market on Tuesday, Dec. 29, and the Food Truck Frenzy on Thursday, Dec. 31. That puts the pavilion's last two scheduled dates of the year in the same week as New Year's Eve.

The opening came on Sept. 3, so most people met the market as a late-summer story. City and county officials held the ribbon-cutting at 3 p.m. that day, ABC17 reported. The farmers market didn't start until Sept. 15. So the pavilion at 160 N. Chestnut St. has had about five weeks of regular use, and the city has already put almost three more months on the calendar.

Twelve Tuesdays and twelve Thursdays left on the books

From today, Oct. 12, through the end of December, the JC Parks calendar shows a farmers market every Tuesday from 4 to 7 p.m. and food trucks every Thursday from 11 a.m. to 8 p.m. That works out to 12 more of each in 2026. Some of those Thursdays land on Thanksgiving, Christmas Eve and New Year's Eve, and the series keeps running on paper right through all three.

JC Parks hasn't published a formal end date for either series, and a calendar entry isn't a promise. The parks department's own River Market category page first showed entries only through Nov. 17, and the December dates only appear on the month view. So treat the dates as scheduled, not guaranteed, and check the Evening Farmers Market listing before a cold Tuesday trip.

With that much on the calendar, the city clearly expects to keep using the pavilion. The vendor price sheet lays out the terms for the colder months.

The vendor price sheet already planned for cold weather

JC Parks sells seasonal vendor memberships for the pavilion. They include a guaranteed reserved space, priority renewal for the next season and featured listings in JC Parks promotions. The year is split into two seasons.

Membership Months Price per season
Peak Indoor April to October $300
Peak Outdoor April to October $150
Winter Indoor November to March $150
Winter Outdoor November to March $75

A winter membership costs half of the matching peak one. A Winter Outdoor spot runs $75 against $150 for Peak Outdoor. That's the city pricing in the slower months up front, before the pavilion's first November. These are vendor membership periods, not a published winter schedule for shoppers. Still, the city set up a November-to-March season with its own price before the first frost.

The pavilion was also designed for this. When ABC17 covered the opening, Jefferson City Parks spokeswoman Ashley Wiskirchen called it a "three-season pavilion."

Who has been showing up so far

The vendor list is short and local, and JC Parks says daily vendors vary. Fall market members listed for the Evening Farmers Market include:

  • B's Cookies & Pupcakes
  • Cedar Cove Homestead
  • Suze Blue Creations
  • Juniper Market
  • Whippoorwill Farmstand
  • Individual sellers Barbara Simpson and Keneth Cameron

The Thursday lineup changes too. JC Parks confirmed this group for the opening-day Food Truck Frenzy on Sept. 3: Holy Smokes Mobile Meats, Candyman's Smokehouse BBQ, Cajun Catfish, Livin' Aloha Coffee, Alpha Dog Gourmet Hot Dogs, Cold Cocked Frozen Liqueurs and In the Doghouse. That's one day's roster, not a standing list. Look up the Food Truck Frenzy page for whoever is coming on a given week.

For parking, JC Parks points market visitors to Chestnut Street or the River Market Pavilion lot.

What the city paid for, and why the riverfront part matters

The project cost $8.3 million, according to city spokeswoman Molly Bryan in the ABC17 report. Along with the pavilion, that budget covers the Chestnut Street extension with a greenway, a trail connection from Lafayette Street to Chestnut Street, public art, a restroom, and demolition of the old Saddle Tree factory and of prison walls and guard towers. Two state economic development grants made up a large share: $2.2 million for local tourism asset development and $2.1 million for community revitalization, project manager Rachel Senzee told ABC17. The Missouri Department of Conservation joined the city to plant 25 native trees and 432 native plants on the site, per MDC.

The demolition matters most for daily use. Taking down prison walls is what opened a path to the river. Wiskirchen's full quote to ABC17 explains why the city cared:

"We've not had that before in this town. We have very limited access. We've got Adrian's Island, but now you can come out here and enjoy the riverfront under this three-season pavilion."

Until now, Adrian's Island was the main riverfront option. It sits at the end of the Bicentennial Bridge, a 785-foot pedestrian and bicycle bridge that runs from the Capitol Complex down to 30 acres of parkland. The River Market adds a second spot, a short way east on the old penitentiary grounds.

The two aren't fully tied together yet. City material describes trail connectivity as still being expanded and calls the next pedestrian bridge and the longer trail toward the penitentiary future work that depends on grants. For now, plan the Bicentennial Bridge and the River Market as two separate outings, not one continuous loop.

The pavilion's busiest October night is Oct. 24

The first big non-market booking on the pavilion calendar is the Mouse Races fundraiser for the Capital Classics Synchronized Skating Teams on Saturday, Oct. 24. Doors open at 5 p.m. and races start at 6. Admission is $30 in advance through Oct. 17 and $35 after that. The JC Parks listing also has group and cooler-fee options.

The penitentiary next door does its own October business. Ghost tours of the Missouri State Penitentiary run $40 a person for the two-hour tour, ages 14 and up, and $50 for the three-hour ghost hunt, also ages 14 and up. When we checked, the October booking calendars for both showed no open dates, so look at missouripentours.com before planning around one. The penitentiary's booking page points tour guests to free on-street parking on Lafayette and State streets. That helps on a night when the pavilion lot is full of race fans.

December puts the market inside the downtown holiday week

The River Market's late-year dates line up closely with Jefferson City's big holiday events. Here's the first week of December as it's scheduled now:

  1. Tuesday, Dec. 1: Evening Farmers Market at the River Market, 4 to 7 p.m.
  2. Thursday, Dec. 3: Food Truck Frenzy at the River Market, 11 a.m. to 8 p.m. That evening, the 21st Annual Christmas Tree Lighting runs 5:30 to 8 p.m. at Rotary Centennial Park, 102 Bolivar St.
  3. Friday, Dec. 4: Downtown Living Windows, 6 to 9 p.m., based at 100 E. High St. The same night, the Capital City Festival of Lights opens at Binder Park, 5840 Rainbow Dr. It runs 6 to 9 p.m. nightly through Dec. 26 and is closed Mondays.

City material lists craft shows, art fairs and seasonal events as planned uses for the pavilion. So far no holiday market or December craft show at the River Market has been announced. If one gets added, the dates above are the week it would compete with. For now, the last River Market dates on the 2026 calendar are the farmers market on Tuesday, Dec. 29, from 4 to 7 p.m. and the food trucks on Thursday, Dec. 31, from 11 a.m. to 8 p.m.

A new public space like the River Market can change how people use the blocks around it, and that's the kind of thing we watch for when we talk with clients about downtown Jefferson City. If you own near the Capitol or the old penitentiary grounds and want to know what your home might be worth as the riverfront opens up, Erica Smith Real Estate can put together a free home valuation built on what's actually changing on your street.
